These pipe saddles are for 10″ diameter special coated pipes, the carpet keeps the coating safe and the saddle prevents the pipe from rolling off the truck (obvious!). There are 8 pieces of pipe across an 8′ piece of dunnage. Repairing the coating, if it gets damaged, it costly and time consuming.  Sometimes called Yellow Jacket coating, it is a protective “skin” on the pipes when buried underground.
