These inside and outside curve (different diameters) are timber support brackets to “suspend” a steel water pipe inside a cement large diameter tunnel. After everything is “hung” in the tunnel the cavity outside the steel pipe is filled with special grout. The support blocks and screw jacks hold the pipe in place and limits any shifting.
